City Council meetings are held the first and third Mondays of the month, unless they fall on a holiday when they are held on the following Tuesday. Meetings are held at 7:30 p.m. in the City Council Chambers at the Troy Municipal Building, 116 East Market Street Troy, Illinois. Workshop meetings, when held, are scheduled for the fourth Monday of the month at 7:00 p.m. unless otherwise announced and posted. Special meetings will be posted 48 hours in advance as they are scheduled. Media will be notified regarding notice of a special meeting upon written request. Meetings are open to the public. Closed meetings/sessions will be posted as such.

Anyone who wishes to be on the agenda for a City Council meeting must present their request in writing to the City Clerk’s office in the Troy Municipal Building by 4:30 p.m. the Thursday prior to the City Council meeting. Each request should briefly state the purpose of the request. While there is a provision at the end of the agenda to address the Council (time permitting), it is important to get on the agenda if you want to be assured of the opportunity to address the Council when the topic you are interested in is being discussed.

Citizen participation: The participation of citizens at a Council meeting may be accomplished as follows:

1. Citizens can be heard through their Alderman. Call the Alderman at the phone number listed by their name. Citizens unable to reach their Alderman may call the City Clerk's office and the message will be relayed to the Mayor or Alderman concerned.

2. Citizens can also be heard through a committee. All committee members and chairpersons and their phone numbers are listed in this directory. Messages may also be channeled through the City Clerk or City Administrator.

3. Citizens may request to be placed on the agenda for a Council meeting. Requests to address the City Council at a Council meeting should be summarized in writing and provided to the City Clerk no later than 4:30 p.m. the Thursday preceding the Council meeting at which you would like to speak. Each request should briefly state the purpose of the request.

4. Time permitting; citizens may address the City Council at the end of city business at a council meeting. If the Council's order of business is completed by 9:00 p.m., comments for the City's good can be made and citizens who have concerns not scheduled on the agenda may address the City Council at this time.

SERVICES PROVIDED BY CITY HALL:

Mayor’s Office: To schedule a meeting with the Mayor call 618-667-9924 ext. 1.

City Clerk’s Office: The Clerk’s office is open Tuesday-Friday, 8:00 a.m. to noon and 1:00 to 4:30 p.m. and Saturday, 9:00 a.m. to noon. For Freedom of Information requests, city records, hunting and fishing licenses, notarize papers, voter registration, and in-person absentee balloting, etc. call 618-667-6741 ext 3.

City Administrator’s Office: To speak with the City Administrator call 618-667-9924 ext 1.

Public Works Department: This department is open Monday-Friday, 7:45 a.m. to 4:30 p.m. and Saturday, 9:00 a.m. to noon for water and sewer tap-on, payments of water/sewer bills, and other services concerning water, sewer or streets, etc. Call 618-667-9924 ext 2.

Building Inspectors’ Office: Inspectors are usually in the office Monday through Friday between 7:15 a.m. and 9:30 a.m. to answer questions, issue permits, and schedule inspections (24-hour advance notice required.) The Community Service Officer (CSO) is also available for property maintenance complaints, animal control, etc. Call 618-667-8734 ext.4.

Troy Police Department: For emergencies, call 911. Phone number for non-emergencies is 618-667-6731. The Police Department is open 24 hours a day. For emergency water and sewer service after normal Public Works Department hours, call the Police Department at 618-667-6731.

Some of the functions of the Planning Commission in the City of Troy government are to review and update the Growth Management Plan, planning, zoning ordinances and review of subdivision plats, review applications for rezoning, conduct hearings on rezoning and to make recommendations to the City Council concerning these matters. Application forms for rezoning of property and other information are available at the Building & Zoning office. Hearings for rezoning are scheduled as the Building & Zoning office personnel receive the requests. All hearing notices are published in the legal section of local newspapers, mainly the Times Tribune, and must be published a minimum of 15 days but not more than 30 days prior to the date of the hearing. All zoning hearings will be scheduled on an as needed basis at 7:00 p.m. on the second Thursday prior to the regularly scheduled Planning Commission Meeting, and are held in the Troy Municipal Building, 116 E. Market Street, Troy, Illinois. Hearings are open to the public. Persons who wish to give evidence in favor of, or against the granting of a rezoning of property or amendment to the Zoning Ordinance should attend the hearing prepared to present their evidence.

The Planning Commission does not make the final decision on the rezoning of property. That is the sole responsibility of the City Council.

The Planning Commission normally presents their recommendation(s) to the City Council at the Council meeting following the Planning Commission hearing. Interested persons are strongly encouraged to attend this Council meeting.

Hearings are scheduled as requests for Bulk Land/Area Variances are received. Applications for Bulk Land/Area Variances are available at the Building & Zoning office. All hearing notices are published in the legal section of local newspapers, most often the Times Tribune, and must be published a minimum of 15 days but not more than 30 days prior to the date of the hearing. All hearings are open to the public. Persons who wish to give evidence in favor of, or against, the granting of a requested variance should attend the hearing prepared to present their evidence. The Zoning Board of Appeals is a decision-making committee. Any decision made by the Zoning Board of Appeals is a final decision.
