Attention all residential rental property owners:

On November 19, 2007 the City of Troy City Council passed Ordinance 2007-20 implementing a residential rental inspection program. All owners of residential rental property in the city limits are required to register each property and to provide information on each current tenant. Property registrations must be returned to the Building & Zoning Dept. no later than March 1, 2008.

A Registration Form for Residential Rental Dwelling Units must be completed for each and every rental property owned. An Application for Residential Rental Occupancy Permit must be completed for each unit currently occupied. There are no fees associated with registering your property or providing the information for any currently occupied units.

However, beginning January 1, 2008 an inspection of the rental unit must be performed before a new tenant will be permitted to move in. It will be the owner’s responsibility to inform the Building & Zoning Dept. of a change in occupancy, schedule the inspection and pay the $25 inspection fee. Please allow sufficient time for the inspection to be performed and any violations, if found, to be addressed. Once the property is inspected and found to be in compliance with the City of Troy’s Property Maintenance Code, the tenant and owner will be issued an occupancy permit. Water will not be turned on until the tenant provides a copy of the occupancy permit to the Public Works Dept. and the occupancy permit fee and water deposit have been paid.

Copies of the Guidebook for Owners and Agents and the Guidebook for Residents of Rental Property are available for pickup in the Building & Zoning Dept. or can be emailed to you. If you have any questions, please do not hesitate to contact the Building & Zoning Dept. at 667-8734 ext. 4.
